No, Russian citizens DO NOT need a visa for a tourist trip to the United Arab Emirates.

On September 16, 2018, the government of the United Arab Emirates approved an agreement on the mutual abolition of visa requirements with Russia. It is worth recalling that the Intergovernmental agreement on the abolition of the visa regime for citizens of Russia and the United Arab Emirates was signed in July 2018 during a meeting of the Russian-Emirate intergovernmental commission on trade, economic and technical cooperation.

The agreement provides that citizens of Russia and the UAE who have a valid passport and are not going to work, study or reside in the territory of another country, are exempted from visa requirements and are entitled to enter, stay or transit through the territory of another state without visas for up to 90 days for each period of 180 days. The visa-free regime began to operate on February 17, 2019.

In addition to the Russians, citizens of another 48 states have the right to visa-free entry to the UAE.

Recall that for citizens of the Russian Federation from February 1, 2017, a simplified visa regime was already in place - travelers could get an entry tourist visa to the United Arab Emirates "upon arrival". Since at the same time the visa was NOT printed out and NOT pasted into the passport (information about it was simply stored electronically in the database of the UAE immigration department), many called this regime visa-free, which was not true.
